Civic Exchange's works advance civic education and engage Hong Kong society in shaping public policy. We have a proven track record in raising awareness, facilitating discussions among decision-makers and driving policy change. Our team combines research expertise with practical experience and a broad network of stakeholders to work towards a deeper understanding of key issues and the behavioural changes that can help resolve them. Carine Lai will lead the research project. She joined Civic Exchange in 2004, and has combined her policy work with ongoing study since then. Her research focuses mainly on urban planning and she has worked widely on projects related to wellbeing in Asian cities, walkability, urban design, urban renewal and governance in Hong Kong. She holds a Master's degree in urban planning from University College London and a bachelor’s degree in political science and studio art from Tufts University.
